I seem to recall they are specific to the customer - so I don't think it is any use to anyone other than you.

They are free to Octopus users, don't think there's much of a second-user market.

They appear on ebay at regular intervals. The box itself contains an ESP32 along side a MGM210PA22JIA. The ESP32 module may have some value assuming that the device can be reprogrammed. The MGM210 module is likely to have been locked down so that it can't be reused. Makes sense as this device will handle the comms with the smart meter.
I would be quite happy to pay a nominal sum for one to use as a sacrificial lamb, but not the silly prices some are asking on ebay..
Any language construct that forces such insanity in this case should be abandoned without regrets. –

Treasure the moments that you have. Savour them for as long as you can for they will never come back again.0 -
In pretty sure there is a reset button on there that removes all config. If that's the case it can be reused.

I think the issue is getting Octopus to reprogram it, I think there is a thread on this where second hand units they were not interested in doing this?

There is nothing customer specific in the default configuration, but there are some meter firmware versions that the Mini has problems with.

It would just be a question of whether their provisioning system will remove it from an existing account automatically or whether it would need them to manually unpair it first, which they may refuse to do unless you are the account holder of the original account.
