Exceeded Time by 11 minutes
Hopefully someone can direct me to a recent relevant case or offer advice - I've tried and can't find anything posted within the last year or so.
On the evening of 15th May 2026 driver paid for 3 hours on street parking in Manchester. Unfortunately they arrived back at my car later than planned - the concert start was delayed by 30 minutes.
The ticket - 3 hours at £2.50 - expired 11 minutes and 15 seconds before the PCN ticket was issued by SIP.
There is no way to pay for the overrun - they'd happily have paid the extra £2.50 for the 6 hours but couldn't.
Seems unfair that you have no option to pay for an unforeseen delay.
The template does not seem relevant to my case though.
Can you please advise what I should say, I have done something similar in the past but I am aware that there have been changes to the law/guidelines since.
Many thanks in advance

You would be best paying the £2.50 via the 'Pay by phone' app today.
Then "appeal" explaining you were delayed and had no means to extend the time, but stating you now have and include the app email receipt. They'll reject, but you have covered yourself to some extent for any court claim.

Don't use a template appeal for SIP.
Just state what happened and offer £5 to cover admin and the one minute overstay (ten minutes grace period is exempt).
Maybe @Kaizen2024 will stop by and cancel it for you…

I paid the additional £2.50 - which I have absolutely no qualms about as it makes up the shortfall.
I have submitted this:
The driver parked and purchased a 3 hour ticket at a cost of £2.50 from the machine expecting to be at a music event for no longer than 2.5 hours.
The event start was delayed by well over 30 minutes resulting in them returning to the car later than expected.
They found the PCN under the wiper and it has been noted that the time of issue was just 1 minute 15 seconds beyond the 10 minutes grace period allowed. There was no obvious way that they could pay the addition parking costs - and the ticket had already been issued.Today I have paid the £2.50 additional fee that would have been payable had they paid for the 6 hours that it transpired were required.
Ref PA-E XXXXX
RECEIPT NO. CGBXXXXXXX
PAID: 21/5/26 19:10 - 22:10I am also happy to pay £5 towards administration costs incurred by this situation.
I would be grateful if, considering the circumstances - the fact that it was only just over a minute beyond the grace period and that I have since paid the shortfall - you would be so kind as to cancel the PCN.
I shall ensure that whoever parks my car again, allows for unexpected delays and avoid a repeat of this situation. Many thanks.
I'll let you know how it goes.
Thanks for the advice, very much appreciated.

oh well - looks like I'll have to appeal to IAS.
Dear XXXXXXX ,
We are in receipt your appeal against PCN XXXXXX
After reviewing the evidence and the information that you have provided in your appeal we regret to inform you that your appeal has been unsuccessful.
Your vehicle was parked in a manner other than in accordance with the signage situated at the car park.
For this reason the parking charge was issued correctly and the charge now stands at £60.00 to be paid within 14 days. After this time the charge will increase and additional charges may be incurred.
Our customer service agent's clarification:
Please note that the charge was issued at XXXX, while the parking session ended at XXXX, over 11 minutes later. We allow a 10-minute consideration period during which drivers may return to their vehicles and exit or arrange payment for an extension. As this period was exceeded and your vehicle was still seen in the premises after the charge had already been issued, the PCN will remain in place.
Yours Sincerely,
SIP Parking Limited

No, you now ignore them given you paid £2.50 so owe nothing. You'll never pay this invoice.

That's a copy and paste from the email I got from them today.
And it wasn't in any premises - it is street parking!

"

Hence why I asked for a screenshot of that email showing that threat and their sign-off please (cover the email addresses at the top). I want to show this threat to the Government.

@Kaizen2024 do you really think claims of goods being seized is appropriate from this parking operator when we know that isnt true and I dont believe this operator has ever issued a claim in Scotland either

I can't screenshot the full email - it's quite long and I can only zoom in so far. Can I message you with the file?

Several screenshots is better as I tend to give the Government links to actual threads for context. Also you can then redact the email addresses and your name.
I bet our resident SIP poster wishes he'd cancelled this one now. Threats and lies about "possessions being seized" on an early reply to first appeal isn't a good look, SIP. Normal trade sectors don't write to people like that.
