How about planting a pot of Erigeron - aka seaside daisy?
Very drought tolerant and it will self seed and grow in any cracks or fissues in the concrete and look very pretty

Now that's an idea 🙂
If you can get it to grow from plugs in it would work. Seed from someone's garden may take.
But expect it everywhere. Bees love it.
I can rise and shine - just not at the same time!
viral kindness .....kindness is contageous pass it on
The only normal people you know are the ones you don’t know very well

Sobbing quietly here, I can't get ti to grow at all. One of life's let downs, but no, I'm not bitter, at all, honest, no I don't mind it grows every where except in my garden. 😭

You could use small rockery plants.
They will stay small and are prefer dry conditions.
