14 day cooling off period when switching
I was on a 12 month fixed rate with my current supplier that expired on 17 May.
My current supplier offered me a new 2 year fixed rate which would start when my old fixed rate expired. I agreed this new fixed rate on 12 April.
My new deal started on 17 May as agreed.
when does my 14 day cooling off period start- 12 April or 17 May?

It starts on the day you enter into the contract, so the 12th of April.

2.4. "For service contracts, the cooling off period starts from when the contract is entered into. Day 1 of the 14 day cooling off period is the day after the contract is entered into"

I think we're agreeing?
From the text of the Regulations Ofgem reference:
The OP starts counting from the 12th - the 12th itself is "day zero".
The 13th is day 1, the 14th is day 2, the 15th is day 3 and so on untl you reach the 26th of April which is is day 14.
