Amazon Two Step Verification

Newbie here, first ever post, please move if I've posted in the wrong place, and be kind!
This morning I tried to log in to Amazon UK to get a (cozy mystery) ebook for my Mum.
Instead of the two step verification working as usual - username and password, then a code texted to my phone - it said it couldn't send a text, and wanted to send a message to WhatsApp (which I don't use), or call.
This seemed strange, but it did give the correct last three numbers of my phone number. I selected call a few times, but each time it switched back to selecting WhatsApp.
I've tried two different browsers and cleared the cache so it doesn't seem to be that, and I know the password is right.
When I tried a different way, it said I'd need to upload Government issued ID, and it would take one or two days to get access to my account.
Please can anyone advise?
Is this just a temporary blip, and I might be able to log in as usual later?
Is this an indication my Amazon account might have been hacked?
Is it normal for Amazon to ask for Government issued ID?
I've used Amazon for years and never had a problem logging in before.

Isn't the easiest solution for you to set up a WhatsApp account?

Thanks for your reply. Possibly, but I'm careful about how many apps I use, and have access to my data. Ideally I'd prefer not to give another app access to my contacts etc.
Fingers crossed there's another way.

Amazon have been known to ask for proof of ID, but that is usually with returns.
Find a phone number for Amazon & ring them, but I would be changing password to you account as well.

Thanks born_again, once I get into my account, I'll definitely change the password. I haven't found a phone number on the Amazon site itself yet. (Unfortunately it looks like you have to log in to get to a call me or even a live chat option). Will keep looking.
Thanks born_again. WhatsApp are Meta owned, which I'm not keen on from what I'm aware of them. (I don't use Facebook etc either).
Regarding this I'm also wary that my account might have been hacked, in which case I don't want to give any more access/information to those responsible.
The last three numbers of my phone number are correct on the screen wanting further validation - but if someone has got into my account, they'd be able to get that.
I went directly into the Amazon UK website this morning, not via an e-mail link or anything like that.
It just seems strange!
Do you know if this has this happened to anyone else?

Hello again,
I've been able to spend a bit more time on this after getting back home.
Good news - all sorted, and no unknown orders on my account.
I've changed my password too so hopefully my account's safe and sound.
Just in case it helps anyone else, here's how I got back in:
I selected "need help" and then "forgot password" (even though I hadn't, but the other options hadn't worked).
This let me choose "my password isn't working".
Under a list of things to check, it gave a phone number if their suggestions hadn't worked.
I rang Amazon, who answered really quickly and sent me a link to reset my access.
I wasn't told what had gone wrong, but my Amazon account is now working properly, with the usual two step verification.
I didn't have to provide a copy of Government issued ID, and thankfully there haven't been any orders since the last ones I'd made.
Probably silly, but I'm relieved now as I was concerned what might be going on - and I've now been able to order Mum's book!
