parking fine

I have recently been to a cafe in my local area and the car park has been taken over by a private firm. We now need to put our car registration in at the cafe. I visited in March and got a fine through the post. I appealed and sent them a proof of purchase from the cafe but they have rejected my appeal. I have been on holiday and have not seen the email (which was in my junk) rejecting my claim and worse the lower rate of £60 ran out on 15/5 and I saw the email on 16/5 and they now want £100 from me. This seems really excessive. I have contacted the cafe who have given me an email address of the complex that the cafe is in so I am awaiting a response from them too. I am just wondering if anyone else has experienced this and can give me some words of wisdom.

    It doesn't matter about the higher or lower rate (the mug's discount) because you won't be paying.
