Visited car park twice in 1 day - letter only showing first and last
Hi,
just received a fine from APCOA at Bristol Parkway stating that I entered at 8am and left at 9pm, with pics of car. That's fine I did, but I also left at 810am and then entered again at 845pm. I have done this loads of time before.
I dropped my partner off to catch train in morning and picked her up in evening.
What are the chances of appealing this - as their system seems to have lost the other camera pics.
I did get a free 30 minute ticket in the evening pick up but can't find that in car but even so they should have a record on system shouldn't they?
Feeling very aggrieved their system has messed up!
thanks for any help

2 short visits, known as double dipping, so appeal on that basis as keeper, telling them to find the orphan images and cancel the pcn forthwith

Classic ANPR “double dip”.
Appeal and say the vehicle made two separate visits: morning drop-off, leaving around 08:10, and evening pick-up, entering around 20:45. Their system has matched the first entry with the last exit and missed the middle exit/re-entry.
Ask APCOA to check the full ANPR logs, including unmatched/orphan images, plus the ticketing record for the free 30-minute ticket.
Do not identify the driver unless you have already done so. Keep it factual and appeal within the deadline.

"FYI - even the unregulated "joint" single ppss CoP (soon to be replaced by Government regulated CoP) acknowledge this scam:-

"7.3. Use of photographic evidence
Photographic evidence must not be used by a parking operator as the basis for issuing a parking charge unless:
d) images generated by ANPR or CCTV have been subject to a manual quality control check, including the accuracy of the timestamp and the risk of keying errors.
NOTE 1: The manual quality control check for remote ANPR and CCTV systems is particularly important for detecting issues such as “double dipping”, where image camera systems might have failed to accurately record each instance when a vehicle enters and leaves controlled land, and for checking images that might have been taken other than by a trained parking attendant (see Clause 15)"

As Above if the location is a train station car park or similar using APCOA
The double dipping aspect plus the orphan images are extra to the no keeper liability angle
I honed in on the double dipping angle, especially because railway ( relevant) land is now subject to Pofa2012
