Also does having an MCS certified installer guarantee getting the required paperwork to sell back to the grid? Else isn’t there an argument for full payment only once the cert is issued?

It gets you close. Besides a MCS certificate, IIRC the only other paperwork you need is your DNO acceptance, which (for a system bigger than 3.68kW) your installer should provide before starting any installation work.

You won't generally get the MCS certificate until payment is complete, but you should definitely hold back the final installment until the system is fully commissioned.
