Horizon PCN tescos failure to validate.

The REGestered Keeper recieved this PCN, failed to notice to validate, unfortunately the driver paid for shopping by cash and cant find reciept otherwise would have requested in store manager to cancel the PCN.

Is there any recomended route? the notice appears to be POFA compliant but not sure. Thanks in advance

You can tell by comparing the top paragraph on the back (nothing else) with my Horizon images in the NTK images thread.

And if the shopper has a Clubcard and can recall which till they used, Tesco can reprint it.

Looks like it is POFA compliant, no clubcard, plus not really much chance of visiting the store. I've put in the template defense anyway and see what happens next, im sure it will be rejected followed by popla rejection. Do horizon go all the way to hearings? or do they wimp out like ECP.?

apparently it was reintroduced in august 2025, although some people say it was a lot before then but the machines were never working. I dont know the store myself.

Is there a case to say that because it was never working properly and now it is that this is why people are getting caught out?

Horizon cases might go to hearings in the end.

You can try appeal then POPLA, if only to flush out the really old Tesco authority document, which doesn't comply with the new Joint Code specific clause 14 and Appendix G. Push that at POPLA.

You won't win on any other point unless you suggest that this is a new term (do not speculate on the month it was introduced, make THEM prove it) and say to POPLA that Horizon have failed to put up extra signs for 4 months, warning about 'new restrictions'. I won a Horizon case on that basis. They failed to respond to that suggestion and didn't say when the validation system went in.

You write that you have put in the template defence but have you actually received a N1SDT claim form?

fastest rejection ever just been recieved. It does offer me the opportunity to send them evidence/ reciepts etc but as explained, we dont have them, for a very good reason, phone and paperwork was destroyed in a serious assault (we have a police report to back it up)

Meanwhile, i thought id try and phone tesco. No available contact numbers to be found, that work. I tried emailing the head office but got an imediate message back saying the emails arnt monitored (whats the point in having them) ended up talking to an ai chat bot who says an agent will contact me within 2 hurs or more if peak time,

Update—-sucess, got a wattsapp call back text from tesco customer service, he asked for reciept/ clubcard etc, I explained again that we didnt have anything, explained the situation and sent a copy of pcn, half hour later they replied to tell me it has been cancelled, expect a confirmation letter in 7 days.
