UK-CPM issued PCN but appeal portal won't let me appeal

UK-CPM monitor the parking on my Housing Association housing estate. I have an 'e-permit' for my road, but have still received a PCN, which claims I was in another road on the same estate.
The photos show I was in my road, so the PCN is factually in error. I think the person who was checking cars on the estate must have selected the wrong road…
When I go to their appeal page (appeals.uk-cpm.com) to appeal it, it says "This PCN has not been Issued" and suggests I try again later. I've tried for 72 hours now and it still won't let me in. But if I go the payment page, it finds the PCN and would happily take my money!
I've asked my Housing Association to contact UK-CPM, but they said they won't do that.
Buried in UK-CPM's FAQ page is an address to appeal to - I have sent an appeal by signed for recorded delivery.
Is there anything else I need to do? Does anyone know what the message on the appeals page means?

Well you are right not to pay; any appeal will be rejected anyway. they don't make money by accepting appeals! Wait for a letter before/of claim and/or a N1SDT claim form, court is where you beat them!

Why did you waste money on recorded delivery? Also, don't UKCPM use a PO box address? Recorded delivery doesn't apply to PO boxes.
You could have just put in a complaint, per UKCPM's complaints procedure.Was it a windscreen pcn?

The housing associations parking scheme doesn’t use parking permits - I registered my car via Sippi
There was no windscreen PCN - they sent the PCN to the car’s leasing company who emailed it to me.
I tried to use their online appeal process but it refused to let me - it said the PCN had not been issued. But their payments portal could find it.
I appealed in writing to their PO Box before I found the info in this forum.
It seems clear that they are delaying putting the PCN into their appeal system to encourage me to cough up and only offering a PO Box address does seem to prevent me getting proof of a written appeal being received by them.
I am trying to persuade my Housing Association to take this up for me This could get expensive - if UK-CPM ignore my written appeal and continue writing to the lease company, I will likely incur admin fees from the leasing company for every letter.
That makes sitting this out unattractive - I may incur a load of admin fees before this ever gets to court.Andy

I managed to find uk-cpm’s complaints email, so I have emailed them complaining about the unavailability of their complaints portal and the whole PCN

Sorry, yes UKCPM. The email sent to the right address. And was rejected.
I have the snail mail address for their complaints dept and at least it is an actual address.
I will see if my landlord can be bothered to assist before writing again.

The o/p could write to the registered office address. A companies house address is ALWAYS good service to a ltd company.
Were it me, after triple checking I was totally right about where I'd parked, i would invite them to rescind their PCN and put them on notice that I reserve the right to bring a claim in damages for any admin fees charged by the car leasing company in connection with their erroneous ticketing.
I mean their parking geezer has literally one job and the loss arising from any error is wholly foreseeable.

There’s no doubt about where I was parked - my own road. The PCN states I was in the adjacent road.
The snail mail address I have is the registered office and also the contact address for their directors.
A letter to them seems worth a try. I will also ask the car leasing company not to pay but to forward any correspondence to me. Unfortunately their written policy is to pay if they receive any follow ups from uk-cpm, and I suspect uk-cpm know this and are likely to view that as an easy way to win.

I spoke to the Leasing company and they explained they have told UK-CPM to deal with me directly. What should happen is the original PCN is cancelled and a new one will be issued direct to me. That's the likely reason why the appeals website rejects the PCN number.
So, I will wait for it to come, appeal on the website and, after it is rejected, ask the Housing Association to get it cancelled. If they refuse, I may make a strong complaint that they could easily get it overturned and should support their tenant, etc.
If all else fails, after the appeal I'll sit it out and wait for the letter before/of claim and/or a N1SDT claim form, etc
