The "switch" is simply sending a coded message over the car's CanBUS network to the body control computer to turn on or off flashing all four indicators.0 -

If you fitted a generic hazard switch and another flasher unit you'd bypass the canbus part altogether.
The indicators and flasher relays still run 12v, it's only the turning on and off that's canbus controlled (and it's that that's buggered). Plenty of vehicles ran hazards before canbus, just revert to that.
You can even buy kits for this. Most are designed for motorcycles (that also might run canbus for indicator and other controls) but you could adapt it for a car, it'll just need some longer wiring.

Perhaps what is needed is one of these can bus button things off eBay - programmable as to what you want the button to do. I guess a working donor car would be needed to code it up?

From what I can gather, the main unit's board has the two plugs in the back in the same position as yours and the lower control panel with the hazard button is connected via the ribbon (orange to orange) to the main unit.
So you must be able to split the main unit from the button panel, which means you can replace the button panel without changing the main unit and have all that coding headache. You just need a working lower button panel and swap it over.

Always said more technology in cars was a bad thing… can you go back to basics, get a car electrician to fit a manual switch to the indicator relays?
I know my jap import has an aftermarket manual a switch installed for fog lights, another MOT requirement.
