You've missed the point. No-one is saying that Premier Inn can't change the price from £49 to £51 (or £510).
What is wrong is advertising the price at £49 and then charging £51, while the price is still advertised at £49.

Is it possible that, in the process of the booking from landing page to payment page, the OP selected some option or other that accounts for the £2?

If someone posts here I think that it's only common courtesy to assume that it's an honest description of their experience.
I'm not aware of any rules that ask for written evidence, screenshots or sworn affidavits before anyone is allowed to ask for opinions.
As described, OPs booking experience seems to me to breach the regulations on how the price of goods/services can be offered.
If you are suggesting that they are mistaken (or have just made the whole thing up) then why are you bothering to engage here at all?

From memory Premier Inn quote prices for rooms as being 'from £xx' for a particular date and indeed they were from £49 for the 5 July.
