M&S Eltham - Euro Car Parks
I have just received a parking fine from Marks & Spencer's who up until recently allowed you to park for up to 2 hours free, which has now changed to requiring to scan a ticket and enter your details. I was unaware of this change but the staff member I asked in M&S said I need to deal with Euro Car Parks directly but 'should' be ok as there is a grace period.
What is my best way of appealing this?

Definitely NOT a fine, its a parking charge notice from a private parking company, an invoice
If it's a retail park, then plan A, complain about it to the landowner or retail park management company
Ideally complain about it to M&S head office too and don't be fobbed off
Study the code of practice regarding new improved signage and temporary signage requirements when a material change occurs

Firstly, is there a sign that advertises there is a change of conditions?

Template for a complaint? No.
We think it's an awful idea to supply a template for a complaint. It would have no effect after a while!

The first picture is as you drive in to the car park, but I would argue a regular customer who adhered to the previous 2 hour maximum stay, would not be stopping or even notive such a sign entering the car park. The second signs are dotted around the car park but once again I do not think they make it clear and obvious if you were not looking for them.

Just ignore them of the retail park won't cancel the PCN. Try that and only that.
Nobody here ever pays Euro Car Parks. Come back if you get a small claim from DCB Legal. Read some DCB Legal ECP threads!
