That's the Intelligent part of the tariff. If Octopus decide that electric is cheap during the day then they will allow you to charge for the cheap price.
Last week I plugged my car in at 11am. I waited a couple of minutes and then Octopus had created a schedule for me.
11:30 - 14:00
14:30 - 16:00
19:00 - 02:00
This means that the car will charge at the cheap rate between 11:30 to 14:00 and 14:30 to 16:00 and 19:00 to 02:00. Anything I use in the house will also be the cheap rate between those times.
I therefore did my washing at 14:30 and cooked at 7pm and therefore only paid the cheap rate for both.

Just so we don't give the wrong impression, it is rare for the first schedule you get to be the actual schedule that will be used, it will very often change so don't bank on it being delivered exactly as it first appears.
Also with the upcoming changes to limit the low-rate smart charging to 6 hours a day keep in mind that the day starts at 12:00, so that first HH in your example would have been added to the previous days total.

You set a ready time & amount you want to charge. (never press boost charge unless you are desperate for a charge straight away).
Octopus then decide given grid condition when you car will charge.
Eg, yesterday we asked for car to charge 30% by 07:00 this morning. Plugged car in at lunchtime (12:00) & by 18:00 we had already charged 20% with the remaining scheduled at 01:30.
When car is charging in peak time period, whole house usage is at off peak rate. Which is a saving of 21p kWh.
Often plug car in at 07:00 with a ready time of 11:00 & 20% charge. As yet never had a fail in getting charge required. Also the time when house is using most electric.
Just need to be aware of the T/C & usage.
As per @MWT If you keep checking schedule you will see periods coming & going. So you have to keep a close eye on the app for when charging & not.

That part is a flaw in the software so I wouldn't depend on it remaining that way.
