NCP PCN issued 55 days after alleged offence
Hello everyone. I have received a Parking Charge Notice to Keeper 55 days after the alleged ‘offence.’ My understanding is that it should be issued within 14 days. Is this correct and if so grounds for appeal?
Any help would be appreciated.
Thank you

No, its not required to issue it within 14 days, or to deliver it within 14 days, unless they want to transfer liability to the keeper using Pofa2012, providing there was no windscreen pcn issued
The DVLA KADOE rule is that they have 6 months to obtain keeper details and one month to get the NTK PCN letter to the keeper, which they clearly have done
Of course you can appeal it

Obviously winnable at POPLA; just appeal it as keeper (assuming you are the keeper and not lessee/hirer?).
See the NEWBIES thread. We don't need to check the template appeal.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Are they even responding to Popla appeals now with being in Administration? 😁

I suspect not.

It says parking charge to keeper, its addressed to the keeper, its a Notification to the keeper, its classed as an NTK PCN letter to the keeper, even if it doesn't say Notice to Keeper
Its warning the keeper that the driver of the keeper's vehicle is liable for a parking charge notice, hoping that the keeper will either pay it, or will name the driver ( which isn't going to happen. )
Use the following template appeal as keeper, adapted to suit your own case and details

I've sent the appeal… ironic how they have notified my I am out of my 14 day 'discount period'.
Let's see what happens and if this works.
Thank you everyone.
