Swansea Waterfront Parking

I parked in a larege almost empty car park on Swansea Waterfront, paid for my parking, and parked between two other vehicles already there.
When I came back I found a notice on my screen claiming "a contravention" - but I was well inside my four hours and have no idea why Excel they stuck this on my screen.
Any ideas?

Apart from the advice in the NEWBIES thread there's not much to add. Nobody pays Excel. What alleged breach is stated?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
