UKPC - 2 possible issues?

I have received a parking charge notification from UKPC, alleging I was illegally parked in a Drop Off area. It shows the time of the alleged offence. It's a specific time, not from time x to time y.

To be honest, I didn't realise you can't ( apparently ) leave your car for any reason, even though the signs show a max. 15 minutes.

1- The alleged offence took place on April 8th, I received their letter on April 24th .

Should it not with me within 14 days?

2- I took my daughter - blue badge holder - to a retail park. There were no blue badge spaces available, so I used the Drop Off point outside the entrance at Sainsburys. My daughter went in to do her shopping as she likes to be independent. I parked about 45/50 yards away in a 'normal' parking bay.

She rang me about 15 minutes later saying she'd done her shopping, but wasn't feeling well, could I carry it for ( she has suffered from M.E. for 21 years ).

I had to park in the same Drop Off point as there were still no Blue Badge spaces and I'm not in prime condition 🙂 ... being almost 74, and awaiting a date for a hip replacement.

In fairness, I was at the Drop Off point for 5-6 minutes, while I went in, located her and helped her back to the car with her shopping. It does say 15 minutes, the other writing is tiny and well above head height, impossible to read.

Any advice would be most welcome. Thank you.

    Nothing illegal about it and not an offence either, just an invoice for the alleged breach of the parking contract on that private property

    Incident date was 8th April, so what was the issue date. ?

    The presumed delivered date is 2 business days after posting, so 2 business days after the issue date

    Now count the days in that sum

    Study the newbies sticky thread in announcements near the top of the forum by coupon mad

    Your best option is plan A to the retail park management company, or Sainsburys, not an appeal

    Mention the blue badge and reasonable adjustment under the Equality Act 2010, a legal requirement

    You are perfectly entitled to assist a passenger. Complain to the retail park.

    Is it that one in Preston with the red lines?

    Thank you. My error! The offence was April 8th. Letter sent 16th April, so received 8 days later.

    Im happy to go to the Retail Centre to explain.

    I am concerned though in case they can't or won't help as I'll then need to contact UKPC and I'm aware of the time left.

    Still not an offence. No laws were broken ! Its a PCN. !

    Incident date was 8th April, Issue date 8 days later, 16th April, presumed delivered on 21st April, so 13 days,so within the Pofa2012 limit

    Your concern is our concern, which is why you need to follow plan A ASAP and complain about it loudly, including the reasonable adjustment under the Equality Act 2010, plus mentioning that the shopper passenger was in difficulty and is a blue badge holder etc

    The stronger the complaint, standing your ground, using the correct terminology, is crucial

    No the one in Preston you are thinking of does not have a Sainsburys, it has a waitrose on the other side of the carpark but no red lines there

    Either way, you'll never have to pay the invoice. Try a complaint to the site agents who run the place (NOT UKPC) first.
