NTK date

Hi. I'd like some advice please.

On 31/3/26 I attended an NHS provider for a medical procedure on an industrial estate. I had sedation so had to be collected by someone else. When I was collected my car was parked without entering the reg into a tablet for authorisation (parking was free if authorised) for 22 minutes. The person collecting me was ushered straight into a waiting room without a tablet for parking, and didn't even see reception (where the tablet for parking was).

Yesterday, 25/4/26 the NTK was received. The days of issue on the NTK is 14/4/26.

Have I understood correctly (I've just looked at POFA) that the NTK if posted, is assumed to be received 2 working days after the date of issue? Unless proved otherwise? And that aside from the fact that it took 25 days to get to me, that if it is assumed that it took 2 days to arrive that it is 16 days from the alleged contravention?

Does that mean that can't pursue it?

Complain about it to the business regarding the lack of registration information and demand a cancellation, known as plan A in the newbies sticky thread in announcements near the top of the forum by coupon mad

Name the private parking company claimant involved

Its too late to invoke keeper liability if it was posted on the issue date, yes its presumed delivered 2 business days later

Of course they can pursue the pcn , because Pofa2012 is not a mandatory compliance requirement, its an unregulated industry

They had 7 months to obtain keeper details and issue the NTK PCN letter to the keeper , they passed that tick box

Clearly they cannot invoke liability against the keeper, but in theory they have a case against the driver failing to register the VRM details

Plan A is always the best option in these cases

They can pursue it but you won't have to pay this invoice at any stage. Which PPC?

If I don't get anywhere with the NHS provider- they aren't the land owner. Is my next move to lodge an appeal via Smart Parking?

Correct, although you should expect a refusal, or delaying tactics where they Phish for the drivers details

They have already decided that the pcn should be issued, so are extremely unlikely to cancel it

Hence why plan A is the best option here, not an appeal, so a complaint about it to the health provider, or business, or better still, to the landord or landowner

Ignore them and only come back to this thread if or when you receive a Letter of Claim giving you 30 days notice, or a Money Claim N1SDT pack from the CNBC in Northampton using MCOL in the post

You have less than 10% , probably less than 1% of winning an appeal to Smart Parking or the IAS

PLAN A is probably the only way of getting it cancelled
