Personally, I'd take "other relative" with you when you have the chat otherwise you're likely to just be fobbed off.
The only "evidence" for any dodgy goings on has come from "other relative" so they will be in a better position to challenge any fobbing off - and it may be that what "other relative" has seen has a perfectly legitimate explanation - or not!

In any case remember that nobody really knows what these payments are - there maybe a perfectly valid explanation. So best initially to tread softly, softly, until the situation is a bit clearer.
