Safeguard Assist Capped - should I stick with it?

If memory serves, the EDF Safeguard Assist tariffs are simply an older version of the OFGEM capped variable tariffs, from back before OFGEM extended their cap to apply to every domestic customer.
So she's effectively on the SVT and whether to switch or not should be considered in that light.
It's not directly related to Warm Home Discount or the winter fuel allowance.
