North Greenwich blue badge car park
Hi all,
I’ve read the NEWBIES thread and would really appreciate some advice on my situation.
PCN details:
- Issued by Saba Park Services UK Limited
- Location: North Greenwich (near The O2)
- Date of issue: 29/10/2025
- Reason: “Failing to fully display a valid Blue Badge in a Blue Badge reserved area”
- This was a windscreen ticket (Notice to Driver)
What happened:
- I initially appealed as the registered keeper but did NOT name the driver
- Saba refused to consider the appeal unless I named the driver and did not provide a POPLA code
- I did not then appeal the Notice to Keeper when it was later issued
- I complained to the BPA about refusal to issue a POPLA code, but they said no breach because I didn’t appeal the NTK
Current situation:
- I’ve now received a letter from QDR Solicitors demanding £170 and threatening county court action
- No Letter Before Claim yet, just a debt recovery letter
Other important points:
- I have photos of the signage and entrance:
- No clear signage at the entrance outlining the parking terms or £100 charge
- Signage inside is cluttered and not prominent
- There are multiple signs from different operators (Saba and another company), which is confusing
- The area doesn’t appear clearly restricted when entering (looks like an open/public area near the O2)
Questions:
- Is there anything I can still do at this stage to challenge this, or is it now just a case of waiting for a Letter Before Claim?
- Should I respond to QDR now or ignore until a proper Letter Before Claim?
- How strong is a defence based on unclear/inadequate signage and no clear contract at the entrance?
- Has anyone dealt with this exact North Greenwich/Saba location before?

Was the driver a blue badge holder?
Please screenshot the refusal from SABA to let the keeper appeal and the BPA's reply to you when you reported this.
