how will these heaters effect the EPC, given that EPC ratings of C are lower are likely to be required from 2030 or thereabouts.

OP states the property is in Scotland. The recent Scottish MEES consultation indicates their government only propose their fabric based metric (Heat Retention Rating) on reformed EPCs to be used for MEES compliance. Therefore the heating system will not matter going forwards. There is no MEES in Scotland currently and the requirement for all habitable rooms to be heated in Scotland comes from ‘Repairing Standards Scotland’. Recent consultations also indicate all EPCs in Scotland will be invalidated when their reformed EPCs are introduced albeit with some transitional arrangements. As for the EPC rating under the current methodology, because the OP indicates in one comment that night storage heaters are already present elsewhere in the property I’d expect electric panel heaters in the bedrooms to make no difference to the rating if the property were to be reassessed under the current methodology before and after the heaters were fitted. As for HEM in England & Wales and the upcoming reformed EPC format here we’ll need to await the outcome of the current HEM EPC Consultation to see how that handles storage heaters in combination with panel heaters, in relation to the C band threshold for the Heating System Metric.

Yes, but unfortunately he expects his wife to deal with the property, and all the paperwork, so I am trying to help out our daughter on this matter.
I suggested he sell it now and use the money to reduce their own mortgage, but this was knocked back, easy to do when you have unloaded all the work involved onto someone else!!A new EPC will be required before letting as the old one is more than 10 years old, but the proposed requirements for a minimum C rating will not come in until the end of 2028. Interestingly it is proposed to apply to owner occupiers too by, I think, 2033.
As most of the flats still have council tenants, I wonder if councils will be exempt from the requirements?
Having had a good look at the property, it seems there are quite a few things that will need to be fixed/improved before it can be let (or sold), so he is going to have to spend rather more that he was anticipating.
