Are they doing everything including all the planting and the furniture in the rear decking area?

There's probably a few thousand pounds worth of plants there if you are getting them at that size (especially the tree)

Which is why I asked the question.
It makes a significant difference to the value offered.
FWIW, when we had our back garden (only) landscaped, including a brick-built garage-sized shed and fencing, the final cost was around £30k and that was 10 years ago or so. The OP's £28k may not be that exceptional.
Our front garden driveway plus fencing and creating the borders (but not planting them out) came to £5k and that was 2011.
