P4Parking PCN private residential

Hey gurus.

Had a friend visitor park in development residential parking in a white lined disabled bay, they had blue badge on dashboard.

PCN says no valid ticket.

Bare with me, they are abit nervy when it comes to these things but im trying to reassure them to trust the process!

Since p4parking say they are BPA registered i will recommend as per the newbies thread go via appeal on day 25/26 and wait for NTK.

Tried conceirge development agent at the desk said they cant do anything but i believe they can!

P4parking appeal portal is very basic, they dont show any photographic evidence, would the registered keeper have to request it?

Also its a 6min observation window, this seems not enough time considering, by the conceirge development desk that you need to come to the office to get a permit to display next to your badge.

Just to add they are introducing ANPR 1st May so that signage is doenst come into play.

    None of those terms apply to a disabled person. It's not a commercial vehicle and there are no signs at the accessible bays.

    Easy enough to appeal and win at POPLA.
