PCN but not sure why
I have a lease car. a PCN was sent to my lease company who have passed it onto me.
Apparently i was parked "in a manner whereby the driver became liable for a parking charge". The picture that they have attached shows me in the car, with my hands on the steering wheel. This is because I was not parked, I was trying to work out where to go and had stopped briefly to work it out before moving into a space.
There are probably a few appeal letters I could send but I am unsure which one to use. This is not trying to get off on a technicality, I parked according to their rules when I did park.
Any advice gratefully received.

I'm not sure we have a template for this case.
It would be helpful to know what kind of car park you were in because the Code of Practice has slightly different rules for each.
Also, which company? The appeals process is marginally different. (You only get a POPLA code from BPA members) and we want to know who would be bold enough to try this.
Also, do they specify a "period of parking"?
However, your appeal should cover three main points:
- Their evidence appears to show the car still in operation by the driver. It is obviously not parked by any reasonable meaning of the word.
- One of:
- No period of parking was specified, however, the car was only stationary (don't refer to it as "parked") for a few moments while navigating. It was stationary far less than the [5 minute - probably] consideration period required by the code of practice.
- The period of parking specified is [some small amount of time] which is smaller than the consideration period required by the code of practice.
- Cancel this charge, and if you do not cancel it, send details for how to escalate to their ATA.

Name the private parking company claimant involved
Has the lease company informed the parking company who the lessee is. ?
As its a lease vehicle, wait for the parking company to send YOU a Notice to Hirer in the post
Meanwhile, study the advice given in 1st post in the newbies sticky thread in announcements near the top of the forum, looking for the bottom section with the Edna Basher advice for lease company or hire company vehicles
