Is electrician actually approved to provide a EICR?

we’re now querying this too. Assumed he was as he was doing electrics at my mums place of work with a company he worked with. Again. We trusted him and he seemed to be competent in what he was doing.

Sounds as if this "tradesman" has been "moonlighting". Perhaps his employer as an approved contractor can issue an EICR, but he as an individual can't.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
that’s when he stopped responding to messages when we asked for the certificate- we weren’t even aware he was supposed to issue one to begin with.
