Help in locating a case

Good morning everyone

I'm not sure if I found the case I am looking for on here or another site, but it was an appeal against a Private Parking fine, I think but not sure if it took place in the Northeast area, but the Judges comments were along the lines of that other than to assist the Police with a criminal matter RK don't have to provide the name of the driver or something along those lines, it was about RK/ and driver liability, can anyone assist or have an idea of which case/claim it may be, anyway I remember reading the transcript, many thanks
