PCN from 4 years ago???
Hello,
I wanted some info regarding statutes of limitation and if there are grounds for me to appeal this PCN that I was emailed about. Allegedly a parking notice was sent to my address at the time the parking incident happened however I cannot recall if it did or not since it has been 4 years the parking company has now passed the fine to a debt collection agency. I was at university when this parking charge happened and admittedly after checking the APCOA app, I did not pay for the parking that day. My V5 was correct at the time and we never received any letter of notification on the first instance or escalation. There has been an address update happen twice on the V5 however we still did not receive anything when it comes to the usual follow up letters these companies sent to your address. I was made aware today 13/04/2026 that it was with the debt collectors as they emailed me directly (where were the letters if you can find my email in the dvla system)??? As the parking incident happened 4 years ago (14/06/2022) is there anything I can do to appeal this debt collection agency email and the parking company? Any help is appreciated

In England and Wales, the statute is 6 years from the incident date , under the Limitations Act 1980

Apcoa don't even do court. Just ignore. Their debt collectors have no powers. There is no appealing and it's not a fine, just a speculative invoice.

does it matter that I was emailed directly? I just dont want it to turn into a CCJ and deal with that.

Nobody has ever got a CCJ from APCOA but open all letters and compare them to the pics in post 4 of the NEWBIES thread.

thats the thing, I have never received a physical letter about this PCN. I was only emailed by a law firm called CST law stating the following:
APCOA Parking (UK) Ltd - PCN:
Outstanding Balance £140.00
We write to you with regards to the above balance owed to our client APCOA Parking (UK) Ltd, relating to an unpaid parking charge from 14/06/2022, which currently remains unsatisfied and with no payment arrangement in place.Our client therefore requests full payment to the value of the outstanding sum within the next 14 days or that a suitable arrangement be agreed for the purposes thereof. Please be advised that failure to do so may result in our being instructed to proceed with instigating County Court action in respect of the full balance owed, as per our previous correspondence to you in this matter. Your liability would then increase further due to legal costs and interest.

After creating this post, my finance went and called the company and told them that we have evidence. They sent a follow up email asking for the evidence by the 23rd of April. Does this change anything? (THERE IS NO EVIDENCE FYI)0 -
Then ignore them
Chances are that your V5c had an old address on it so previous letters went there
Apcoa are only allowed one dvla lookup per incident, so cannot use the dvla database later on, neither can CST or the powerless debt collectors
Apcoa don't issue court claims, so ignore the powerless debt collectors letters

I believe this will soon change as APCOA are starting to Trace- which then goes moorside then claim

No worries if so. They are all non-POFA except brand new 2026 railway ones.
You do need to tell APCOA and the debt crawlers to erase your old address, though. Obviously not by phone!
