Victorian terrace minor damp

As long as the splash band is also in lime, it shouldn't make any damp issues worse.
Repointing the whole wall with lime will get expensive, and the higher you go, the lower the returns - I have cement render on the upper half of my house (solid brick walls), and there is some condensation on the walls. But I've been adding internal wall insulation which has reduced the problem to zero on the walls that have been done.
Hats of to your brick person for recognising the value & importance of using lime. Most would have just slapped cement mortar in and be done with it.
Any language construct that forces such insanity in this case should be abandoned without regrets. –

A general rule of thumb for repointing is that the mix is similar to the original, only a touch weaker. NHL3.5 has been found to be a bit harder when tested than was originally thought. It's roughly the strength of a 1/1/6 mix. I'd ask for a flush joint, rather than weather cut and struck.
