Yes the NTK is POFA compliant. So your choices are:
- try POPLA, or
- don't try POPLA
- ignore them after that (regardless).
Come back if you get a Court claim form to defend. If they ever try litigation it will probably be via Moorside or DCB Legal, both of which do not attend hearings and usually discontinue defended claims because it's a numbers game.
You are not risking a CCJ because you'd defend. Tell them if you move house.

Given it is compliant and they rejected the appeal, should I bother with POPLA or do you know if they would likely reject also?

Popla is only useful if you have a valid appeal point, otherwise its a waste of time
There is nothing in this thread to suggest that you have any valid appeal points
( their claim was for no payment for parking. )
