What access would a company have to confirm the name on a bank account?
…
Why should it be the company’s fault and not your friend’s mother who is at fault.
COP - works for most banks?

COP - works for most banks?
But the friend isn't a payee.

Oh I agree on that, but it's more a question of why she did, was it a deliberate attempt to do something naughty and then try and reclaim under DD guarantee or did she randomly enter the wrong details by going into the banking and looking them up, in which case there may be a safeguarding issue!
Sam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

And? Just enter the friend's details as a possible payee's details and you'll know if it's a match.
Give me your details and I can check them without paying you anything.

Is it the norm for a company receiving a direct debit mandate to check COP before actioning it?

No, it isn't, but the question that I answered to was "What access would a company have to confirm the name on a bank account?"
I have access to COP through a dozen of my bank current accounts.
