UKPA PCN Overstay Yate Shopping Centre

Hi second time posting here just on behalf of family friend. Involved circa 30 min overstay at shopping centre car park with 4 hours free parking. Complaint to landowner (shopping centre management) was made with proof that they were genuine customers/length of overstay etc., this was refused, and they were directed to appeal process. Just checking about postal PCN providing NTK below if all looks compliant to help advise whether it will be worth their while to pay in this case or not.

I imagine the advice would be to push further with the landowner as the best route. Has anyone else has any success complaining to businesses visited at the shopping centre as well as the shopping centre itself?

    I don't even need to read further before answering this:

    "advise whether it will be worth their while to pay in this case or not." 

    There is no case worth paying, all the time private PCNs are an extortionate £100 and this sector remains unregulated.

    No relative of mine would be advised by me to pay any parking invoice. Regardless of any circumstances. It is not worth their while!

    Certainly exhaust PLAN A first.
