Has anyone else received WHD twice?
i received rmy first WHD payment in October and another payment at the end of March.
Could it be due to being put on a new Universal Credit list and was on an old IR ESA back in October?

Yes, gbhxu, same as you, I received two WHD £150 payments. From Octopus Energy but I don't receive Universal Credit, it was because of meeting their low income threshhold and in receipt of a disability benefit. It was a much appreciated surprise.
Please see my post on MSE Praise, Vent and Warnings Forum headed: "Praise for Octopus Energy" - I started the post on 20th February.

Unlikely, there's just one qualifying date in August.
Octopus in the past have occasionally given an additional payment at their own discretion as a bit of extra help for people who are entitled to the WHD.

An average of £150 off the costs of energy billsWe announced in the Autumn Budget that we would help people manage the cost of keeping their homes warm, including by taking an average of £150 off the costs of energy bills from April.

That isn't a £150 payment though.
It has been done by reducing the unit rates that you will pay for electricity and gas, by removing some government imposed 'green energy subsidy' charges from them.
That is why you unit rates that you pay on your energy bills went down on the 1st of April. (By about 3.34 pence per kWh of electricity that you use, and about 0.31 pence per kWh of gas. It varies slightly depending on what your unit rate per kWh was before the reduction).
You should have had notification of your estimated cost reduction for the next year from your energy supplier. (Mine was actually just an estimated reduction of £86 and not £150 but I am a low energy user and not "average").
