Multiple NCP PCNs.

I’d really appreciate some guidance on my situation.

I am the registered keeper of a vehicle that received multiple PCNs from a NCP car park around October 2025 (total of 11). These were all issued over a relatively short period. The cause of this was due to the auto-renew feature on the app being off, as I had a monthly subscription in the previous month. As such, I didn't get any warning or email that my subscription was running out and I was on holidays during that time, so I only saw the first 2 tickets when I returned. As soon as I noticed it I reactivated my subscription. Funny enough, around January my autorenew turned off, but I noticed it right away.

At the time, I submitted appeals for all of the PCNs via NCP’s online system within the required timeframe as per the Newbies thread, and I remember the system confirming that the appeals had been submitted. However, I never received any Notices of Acceptance or Rejection, and no POPLA verification codes were ever provided to me.

Some time later, I started receiving final reminder letters, followed by correspondence from Trace Debt Recovery. More recently, I have now received a Letter Before Claim from Moorside Legal.

The Letter Before Claim is requesting £340 for “multiple unpaid invoices,” but when I checked their portal it appears to only show two PCNs, even though there are more PCNs in total. I also contacted NCP directly, and they have stated that rejection letters were sent, but I did not receive any of them. On their response, they sent me the document for each of the appeals (all were rejected). As this was some time ago, they have clarified that I won't be able to use the POPLA codes in those responses as 28 days have passed since they sent the letters.

My main concern is that I was never given the opportunity to appeal to POPLA, as I did not receive any rejection letters or verification codes. But it's basically my word against theirs. NCP has also claimed that "As your Parking Charge has now been transferred to Moorside  all further correspondence regarding this notice will need to be sent to them directly as NCP cannot accept appeals or payments regarding this notice."

 Worth noting that I also reached out to the freeholder of the car park, and they have responded that unfortunately they have no authorisation to cancel the PCNs as NCP has full autonomy on the management of this space.

I’d really appreciate any advice on how strong this position is, whether the lack of POPLA opportunity is significant. I’m also wondering if it’s normal for only a couple of PCNs to be pursued initially, with the rest potentially following later. As there are quite a few PCNs, I feel like they will probably chase this. I wouldn't mind paying a penalty fee for the missing days, but not the crazy amount they're asking (£170 per PCN).

I also am unsure on whether to send a response to the Letter Before Claim, using the template in "Post 2", or to wait until I get a Letter of Claim.

    If you have large value LBC from moorside I can assist off forum to ensure moorside dont sue. Easily done on the portal as well..

    It's only £340 though, so personally I would not respond and just let these first 2 go to a claim. Defend them - easy!

    Do not tip them off that there are more.

    NCP are in administration of course, which means the claim(s) won't go anywhere.

    You could report NCP to the BPA, too. Eleven rejection letters CANNOT all have got lost in the post!

    Also you and this poster (below) could help each other out, by each providing the other with a Witness Statement confirming that NCP did not alert you to the fact autopay was pulled:

    Hi everyone and apologies for my delay in responding. Your comments were very helpful. I have decided to wait for the first 2 to go to a claim and defend them (I'm assuming this means not responding to the LBC).

    I am more than happy to provide a witness statement to the other poster, however I believe my issue is slightly different, as in my case it wasn't the autopay feature being pulled, it was the monthly auto-renew turning off and no warnings being sent of this. I believe this is still useful to the other poster as it was an issue with the app, similar with autopay being pulled, so I'm happy to be part of the witness statement.

    I'll update this thread when I get a LoC and start preparing my defence.

    I'm very thankful for all of your help so far.
