Horizon Parking Ticket and Appeal Rejected

Hi,

I have spent 2 hours scrolling through the Forum trying to help myself with this issue but I'm either not finding it or looking in the wrong place so apologies if this is answered elsewhere.

I received a parking ticket via post for overstay in a car park that I'd not even realised. I appealed it as I received the NTK over 2 weeks after the incident, however that appeal was rejected by Horizon although they didn't cover that point just seem to give a standard rejection.

I realise now that I may not be able to argue the 2 weeks as the date of issue they put is way before the date I received it but given the dates they allow for posting it wouldn't be covered which I guess is what they aim for.

My next option is POPLA but I wondered if there is anything about the NTK that makes it invalid and I can appeal to POPLA with that or any other suggestions of ways to appeal to POPLA that might be successful? And help/suggestions gratefully appreciated. I attach the initial NKT and appeal response for reference.

No NTK PCN letter is invalid, its just an invoice from a private parking company

It may not be Pofa2012 compliant, or have other issues that may make it unenforceable, but never invalid

So its either popla, or ignore, or popla and then ignore if unsuccessful

A court claim is where a resolution is obtained, one way or another

Don’t pay. Continue to follow the steps outlined in the “Newbies” thread. Have you tried Plan A?

We don't need to look at a NTK for people.

You just need to check the back top paragraph against the Horizon versions in my NTK pictures thread.

And why hasn't the retailer cancelled it for you when you complained?
