If you are living with family and your name isn't on the lease, ask the head of household to write a formal letter stating you reside there. Pair this with a piece of their official mail.
Even if your family is already paying the bills, getting your name added to at least one account is the fastest way to build a history
If you don't have a solo bank account at this address, look for "Basic Bank Accounts."
Register to vote this is a "hidden" trick for credit and identity. Registering on the Electoral Roll at your new address verifies your residency to government agencies and credit bureaus without requiring a history of previous bills.
You mentioned you aren't in touch with the person who handled things previously. That is perfectly okay. * You don't need his permission: You are a new customer at a new address. You are not responsible for his previous accounts or "proving" where you were before to start fresh now.
Please book an appointment at the local Citizen Advice they'll be able to help you more effectively.

thank you for your answer. The contract of the house were my children and their father live was already on my name only because I rented it for my children. I kept that adress as my home adress for GP, car insurance and school anaddress for my children, all has been declared when he claimed. Also I payed half of the rent, all other bills were on their father’ name. We had separate bank accounts, childcare on his name, bills were on his name. But I can t prove that practically I was leaving with my boyfriend as we never had a fixed place to live. What actually are the risks now? Of course I will also go to a citizen advice and thank you for suggestion.

Council tax is based on two adults living in a property, if he lived alone (with the kids) then he is entitled to a single person discount of 25%.
You are then required to register at another address and pay council tax for that property. Now reading your posts you were no fixed abode. Yet you rented the house and used it as a correspondent address.
I fear you’ve no evidence to show, it’s all a little contrived or convenient. Worst outcome is they request the full payment of the discount for the council tax. As for UC they allow two adults to live in one house, with separate accounts etc.
On a separate note, you also run the risk of invalidating your car insurance if youve said you vehicle is parked at the house overnight, but know full well the majority of the time it isn’t. So when you leave him again, make sure they are aware of the situation.

thanks everybody for your time and help, this is a lot appreciated. Yes they requested the council tax to be payed back which is fare enough and I ll support with this, the only thing I m more worried if they will ask money from my husband from UC as they ll be a lot for 2 years and that would probably ruin our fresh start as a family.

Still get advice because you need to be in a better position if it goes wrong again. Insist on having your name added to important documents also so you're not left in limbo if he leaves in the future. You have to learn not repeat the same mistake further down the line.
