Matt pure brilliant white paint
What are your recommendations for painting wall and ceilingd including links to best brilliant white paint that leaves no streaks and minimal.coat required.
One that is not off white but pure brilliant white

Depends what you are painting. For woodwork I like crown fast flow quick dry satin, but you may need their undercoat too depending on what it's going over. This is water based paint.

Go to a trade centre rather than one of the sheds like B&Q. For example, the Dulux Matt is more expensive, but higher quality in the trade centre.
Having quality tools like Purdy brushes and rollers help. Knowing how to use them properly helps as well.

We are just decorating our dining room and we will use Dulux Easycare Washable & Tough Matt

My pro decorator still uses Dulux. Despite you want pure brillaint white buy a few test pots as not all white is white!

Which room?
Dulux Trade Diamond Matt is what I would use for most things. It has a very slight sheen to my eye so it’s not a truly flat matt. There’s a bit of a trade off. Flat matts are great for hiding flaws in walls and ceilings but they mark and scuff easily. Diamond Matt is easy to clean which is why we have it in the kitchen and hallway.
A bathroom is different because of the high moisture levels and I’ve had the best results with Crown Trade Clean Extreme.
@stuart45 is on the money. Don’t go to a DIY shed. Use a Trade Centre. The paint is a little more expensive but way better quality and especially opacity. Fewer coats means you save money and time over the DIY version.

Fortress trade 10l brilliant white matt Screwfix code 150jm works well on ceilings and is more MSE than Dulux etc. not currently but often there are multi buy deals. I roll it on two coats 90 degrees to each other.
Ive used it to kill off any dark prior coats on walls but not leaving it as a top coat, I'd use something durable for that as in above post.

You can buy 'Dulux Trade' in B&Q, or are you thinking of something else?

I don't know for sure if the trade paint sold in B&Q is exactly the same as that sold in the Decorator centres. If it is then there's no issue with it. You'd have to ask a Pro painter.

This is probably the best there is. All Tikkurila paint is gorgeous, covers extremely well and their whites are much recommended by pros. They have their own website to explore but it can be cheaper at one of the online companies. The company I linked is very good and delivers in 24 hours. It's not the cheapest paint but it's not as expensive as some of the super posh brands like Little Green and the coverage is superior.
Tikkurila paint comes in various levels of sheen so the very matt colours are 3 and 5. That's the percentage. I think it is my favourite paint company - you can tint to any colour from any other company, their floor paint is the best you can buy (London Underground use it) and the finishes are superb. I learnt about them in a pro-decorators forum a few years ago.
