State Pension Paper Form Claim - ID
I am managing the state pension claim process for my dad. He just came back from abroad and he reached state pension age whilst he was abroad. I was unable to claim online for him since he doesn't remember his previous address in the UK (which is necessary for the validation checks). So I called the claim line and they have sent a paper form out, which doesn't ask about his previous address.
The issue now, however, is that the covering letter in the claim form says "After your birth certificate has been taken and scanned in by the job centre, please complete the paper form…". The problem is he doesn't have a birth certificate and doesn't ever remember bringing one back with him when he came from abroad in the 70s.
In terms of other forms of ID, he only has a passport and an expired driving licence. He has no address proof as he is living with me. The other issue is he is currently in hospital awaiting a major surgery and is unlikely to be able to visit the job centre any time soon.
I was wondering if I am allowed to visit the job centre on his behalf and give them his passport as his proof of ID?

So your dad came back from abroad in the 70s and has now come back from abroad again? For what period was he in the UK inbetween? Have you actually checked his entitlement for a UK pension?
Surely if he is living with you that is his address? You cannot do his ID check in his behalf. have you or him put in a request for a replacement birth certificate?

Highly unlikely, but you can always call in and ask.
A DWP visiting officer may be able to visit him in hospital to verify his ID, but it may be easier to wait until he is discharged depending how long you expect him to be in hospital.
In the meantime, get him registered at your address. Get it updated with his bank and ask them to send an updated statement showing his address, so he then at least can evidence his address. Maybe apply for a new driving licence, again showing his address. Maybe ask for a formal discharge letter when he is discharged showing his address. At least he'll then have some formal documentation showing his full name and address, besides just his passport.

No you wouldn't be able to, as they need to see him in person and confirm it's him as part of the identity check.
The penson service should be able to do a home visit though to confirm identity, either at home or in the hopsital.

You can get replacement birth certs from council offices.
Not sure if this has the be the one in the area where he was born or not.
Also check genealogy sites as some do show copies.

It does need to be at the office that the birth was registered at. However, in my experience the central Govt site is quite speedy these days. As mentioned above, get as many details as you can in advance to expedite matters. Google "freebmd" to get volume references and page numbers.
