NPC took over district enforcement at my residential car park

I am a resident at my property for 5 years. I rent here. My parking was discussed with my agent and they said I could have the bay outside the home. But I needed a permit from district enforcement as they owned the car park at the time… a month ago NPC took over the car park with their signs. I thought my permit was still valid as everyone else across the estate has their old permits displayed even till today. Ive got 3 fines from NPC. I’m a student and can’t pay it. I’m under a massive amount stress. Iv appealed and just not heard anything it’s been 2 weeks but they said to wait 28 days. I’m also waiting for a NPC permit which is taking time. I don’t know what to do but to sit and worry.

    I also can’t park anywhere else as it’s not the safest area and they have no cameras, there’s barely any spaces anyway.

    Who actually owns the car park?

    Clearly it's insane for everybody to exit the car park for days/weeks whilst NPC get their act together.

    But why do you think they have been so slow to give out permits? Nothing to do with the easy few grand they could invoice out do you think 🤣

    Don't lose any sleep over it. You just have two speculative invoices. Don't put any faith in their "appeals" system - why would they cancel tickets and forfeit the money?

    I would be extremely surprised if npc own the car park.

    This is a typical ruse ( or even a lie) that some people use to avoid having to answer the question as to why they have allowed an un regulated parking company onto the site, and that this company wants to be there to issue as many parking charge notices as possible even if it means issuing parking charge notices to people who have a right to use the car park

    This is classed as a material change, no charges should have been issued to anyone according to the joint COP anyway

    You wont be paying them

    They dont own the car park
