Complaining to who? Lodging it with who? What do you believe a UK bank could do about a merchant in Romania, even if any wrongdoing was proved?

You have much greater protection with credit than with for example a debit card

If an incorrect charge is made against a credit card then it should be refunded so keep complaining

The only material difference in protection is the eligibility to raise section 75 claims against a credit card provider for qualifying transactions, but that obliges the cardholder to demonstrate breach of contract or misrepresentation, neither of which is going to be viable here.

It's not as simple as categorising something as "an incorrect charge", but other processes such as chargeback or disputing transaction authorisation are identical for credit and debit cards…
