Display blue badge, paid permit and got ticket still?

So i was in romford and got a ticket!

On the sign it clearly stated the rules. Thie is a 4 hour maximum time limit for everyone. I have a blue badge. But my car is not classified as Disabled. So i paid for my 1 hour parking permit and parked in the disabled bay showing my blue badge on dashboard. Thier is not time restriction for the the disabled bay. I didn not set my clock.

The sign says that if you car is classified as disabled and is road tax exempt you can park for free for 3 hours.

So can someone tell me why i got a ticket following the same rules as any nor.al driver paying but i got a ticket for not setting a clock in a disabled pay even though i had a permit. How am i treated diffrently to a normal driver paying for thier parking just becaise i require the disabled bay dispite paying and showing my badge? Please tell me! I am 100% going all the way woth my appeal. Is this a beeach of the equality act?

    Is your car classified with the DVLA as disabled?

    As this is a council matter i strongly suggest that you post your query over on the FTLA parking forum website after reading their posting requirements first, that is where those experts go

    Are you saying you paid £2.60 for an hour's parking but you still got a PCN?

    You didn't stay more than an hour?

    If you were paying anyway, why park in a disabled bay?

    No the car is not classified as disabled but i do have a blue badge. As it says on the sign if you have a blue badge you have to pay. If you have a car that is classified as disabled or road tax exempt you get 3 hours free. I have a disabled badge and a paid for the parking. I used a disabled bay because for 1 i needed it i have a life theatening condition and because i have a blue badge. So i paid as what every other normal driver does i displayed my badge and parjed in the bay becaise im entitled to. So im after advise. On the sign thier is no information stating that the disabled bay itself is time limited. On the sign it says everyone has 4 hour max time limit. Normal drivers that pay for permits like me d9 not need to display a clock so why as a blue badge holder who has paid for a permit been penalised with this PCN for not displaying a clock when badge was displayed and permit paid.

    Just so everyone dont get confused i appealed and the reason it was rejected is because i didnt set the clock on my blue badhe but i paid for a permit and not entitled to the free disabled parking. Is this not discrimination and a breach of equality act

    No its not that why i paid bit still displayed the badge. Nothing said to set the cloxk still on this sign

    What is the actual code / reason for issue on the Penalty Charge Notice?

    The clock appears to be part of the general T&Cs that come with a blue badge:

    That seems to be when youre displaying thr badge for a free parking period, which makes sense. In this case, where OP is displaying the badge to show they are entitled to a disabled space, but have separately paid for a set parking period and have a ticket the clock is redundant.

    Does your council publish a PCN cancellation policy? I parked on a train station car park (council land) in a disabled bay with a valid paid ticket but didn't realise I had to set the clock regardless.


    The PCN was cancelled as the council's (Warrington) cancellation policy sates:


    If a valid Blue Badge is displayed BUT

    there isn’t a Time Clock.

    If no previous “First Strike” has been

    given (within 2 years) request the

    front & back of the Blue Badge, if the

    details match AND the Blue Badge is

    valid, accept the challenge
