Iceland bag rip-off

Looks like I get no picking and packing fee, and a choice of free bagless or £1.70 bagged.

I suppose Iceland's explanation would be that delivery is still technically free but they're now charging for picking and packing (in bags).

Seems I will be having my first bagless delivery today as after I ordered I see this on the confirmation page -
I don't know why they frame it as "Great news!"
One of the main reasons why I shopped at Iceland was because they still did online delivery with bags & like many I don't like this change either,
- as I live in a small 1 bedroom flat with open-plan (with a small kitchen area) and so dont have the space to bring the crates in or pack the stuff away from the crates whilst the driver is waiting, so I now have to pack the shopping from the crates to 'old' Iceland bags I kept from previous delivery and then afterward unpack the groceries from the old Iceland bags and then pack them away in various cupboards…a total waste of my time and unnecessary strain for me!
- plus they still charged me the £1.70 that they charged me when they brought my shopping in bags previously
Where can we complain?
…or maybe I should just stop shopping now at Iceland and shop at Ocado instead 😬
