    Surely the invoice for the work did not include VAT and that.would be what you paid.

    A year later and this guy wants you to pay VAT on a settled invoice? There are several words to describe this kind of person!

    Don't pay anything until you have checked everything out! I would be very surprised if this was legal - hopefully contract agreed, work fulfilled, paid and now complete!
