Total Parking Solutions – Keeper Appeal – Request for Driver Info
Just looking for some quick guidance please. I received a PCN for alleged “Partial Payment” and submitted an appeal using the standard template.
However, I received a strange response, instead of the usual rejection, they are asking me to name the driver. I have no intention of naming the driver, of course, but I’m unsure how best to respond to this.
My thinking is to simply refuse and respond along the lines below. What would you suggest?
"I confirm that I was not the driver of the vehicle at the time of the alleged parking contravention. However, I am under no legal obligation to provide the driver’s details"
Anything more to add?

I've never seen this on a pcn before:
"If payment is not received within 28 days, an initial debt recovery charge of £20 will be incurred."
Seems TPS are adding debt fees before the appeals stage has been completed. Wonder when they add the next debt recovery charge and how much that will be ???

No response necessary, wait for their rejection and POPLA code.

Update: I have now received the rejection and POPLA code as expected.
However, it appears they have ignored the payments, as shown in the attached receipts. According to their ANPR timings, they are claiming a 109-minute stay, while 74 minutes were paid for. Is there any point in proceeding with a POPLA appeal and raising this issue, or is it better to sit tight and wait for the small claims?

I never really bother with POPLA unless there's something easy to win it, like a non-PoFA worded NTK.
