Identify theft bank fraud responsibilities

need help with a situation of identity theft and subsequent money transfers across my accounts. Money was moved from a Lloyds account in my name to a Wise account, also in my name, before being transferred on via western union.
Which party is responsible for the failure of anti fraud systems, Lloyds or Wise?

Lloyds were great in identifying suspicious activity and blocked a lot of transactions but as this was a transaction between two named accounts they let it go.
Wise are the ones who let it pass through their account in minutes, following password changes at an unusual hour, but they says it’s Lloyds responsibility.

Anyone put my mind at rest? Thanks

    To clarify, both the Lloyds and Wise accounts were set up by you prior to the fraudulent transactions?

    To enact this activity the fraudsters must have gained control of both accounts. What security had you in place to prevent this (long, complicated passwords? 2FA?) Has your email account been compromised?

    The anti-fraud systems of the intermediate parties cannot be blamed if the transactions were properly authenticated and authorised by actions on your accounts.

    Why do you say this is identity theft? Sounds like someone just gotten access to your bank account? Presumably also your email and wise account so first guess would be repeated passwords.

    Did they have access for an extended period of time or was it a one off event?

    Was the money pushed from Lloyds to Wise or pulled by Wise from Lloyds?

    Is the Wise account one that you opened up (and used) previously?
    Or did someone use identity theft to open in your name?
