It might be, but a switch like that is more commonly used to turn the power to an electric shower (or heater) on and off.
By 'in the boiler' do you mean an airing cupboard with a hot water cylinder in it? How close is that to the bathroom? And is there an electric shower or heater in the bathroom (or signs there was one in the past)?

Yes I have one similar in my ensuite. It is power to the shower.
I also had one in the airing cupboard for the shower in the bathroom behind. It was a shower for the disabled and I wondered if it was an emergency cut off but thinking about it it was possibly the most convenient wiring.
I can rise and shine - just not at the same time!

Could also be for a bathroom extractor fan.

What room is it in? What else is in that room?
Could be an emersion heater but these ceiling type switches are normally in bathrooms and emersion heaters arent often in bathrooms. Other likely candidates are electric showers and extractor fans
