Well that's a bit more obvious a case of there being a reward i.e. I'll drive you home if you've bought enough booze from me!
Or more likely a garbled or half-rememnered story. There are a number of things wrong with it, not least that it isn't the job of a bloke from the council to decide what your car insurance does and doesn't cover.

Employers, including those with volunteers, have a legal duty to ensure their employees and volunteers using their own vehicles on behalf of the employer are doing so properly, including that their insurance is appropriate. My guess is that this note is a bit of lip service towards this requirement.
If you are taking your friends, spouse etc places then thats fine if you've arranged it amongst yourselves. Where it could become complex is if the "HQ" as you call it, requests you go pick up some random other person and bring them in. You are then effectively doing volunteer work for the organisation rather than acting in a domestic or social setup.
