Interesting…..I've finally managed to access my council tax account which shows that payments are going up by nearly 11%. But there are no details and apparently no correspondence has been issued to me in the last month. But that percentage rise is then the enhanced rate of about 7% plus another 4% for the new parish councils.

Our CT statement has always shown the town council precept on the statement, along with a breakdown of how the total amount is made up.
Not had ours yet either, but not unusual.
