Parkmaven NTK - Asda The Centre Feltham

I parked at this car part for just under 1hr outside of Asda Feltham as a genuine customer of Asda and spent more than £20 in store (Dec 2025).

It was my first time visiting this Asda which is part of an open-air shopping centre called The Centre Feltham (unbeknownst to me at the time). I left the car park and no windscreen notice was served.

Last week (3 months after the parking incident) I received this NTK in the post and I tried Plan A of course by appealing to the landowner. I wrote an assertive email to the Asda CEO with receipt proof but they got back to me yesterday saying that they cannot cancel this PCN as they’re not the landowners and that I should instead contact actual landowner: The Centre Feltham or appeal to the PPC.

I have sent an email to The Centre Feltham but I doubt they will respond as the only email address I found was for corporate enquiries.

The car park operates using ANPR, and for “free parking” you are supposed to spend over £10 at the Asda and obtain a coupon code which can be redeemed at the kiosks outside to refund the cost of parking up to 2 hours.

I am now not sure if I have any grounds to appeal. The car park is not close to where I live so it will be difficult to get images of the signage, but I believe the signage is recent so doubt that I can win on that.

Looking at similar PCNs, I believe an appeal with the following points would be a good place to start but please offer me advice as I am out of my depth here:

The Notice is addressed to the registered keeper of the vehicle. In order to hold the keeper liable under paragraph 4(1) of Schedule 4 of the Protection of Freedoms Act 2012, certain conditions must be met. There are a number of conditions which have not been met which means that keeper liability does not attach.

  1. Firstly, paragraph 9(4) of Schedule 4 requires that, where the notice is sent by post, it is delivered within the relevant period. The alleged parking event was 29th December 2025. The notice needs to be delivered within 14 days, beginning with the day after the parking event. Taking 29th December 2025 as the first day, that means 12th January 2025 is the 14th day - i.e. the last day on which the Notice could arrive and meet the requirement of Paragraph 9(4).

    The notice is dated Wednesday 4th March 2026. This is out of time in any event. The notice is deemed to be delivered (unless the contrary is proved) on the second working day after posting. The 1st working day after posting is Thursday 5th March 2026. The second working day after posting is Friday 6th March 2026. It is therefore deemed to have been delivered on Thursday 5th March 2026, which is after 12th January 2026.
    This is fatal to the right to recover from the keeper.

  2. Secondly, paragraph 9(2)(b) of Schedule 4 requires that the notice must: inform the keeper that the driver is required to pay parking charges in respect of the specified period of parking and that the parking charges have not been paid in full.
    The Notice does not include this information. This is fatal to the right to recover from the keeper.
  3. Thirdly, paragraph 9(2)(e) of Schedule 4 requires that the notice must: state that the creditor does not know both the name of the driver and a current address for service for the driver and invite the keeper (i) to pay the unpaid parking charges; or (ii)if the keeper was not the driver of the vehicle, to notify the creditor of the name of the driver and a current address for service for the driver and to pass the notice on to the driver.
    The Notice does not include this information. This is fatal to the right to recover from the keeper.
  4. Fourthly, paragraph 9(2)(f) of Schedule 4 requires that the notice must: warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given (i) the amount of the unpaid parking charges specified under paragraph (d) has not been paid in full, and (ii) the creditor does not know both the name of the driver and a current address for service for the driver, the creditor will (if all the applicable conditions under this Schedule are met) have the right to recover from the keeper so much of that amount as remains unpaid.
    The Notice does not include this information. This is fatal to the right to recover from the keeper.


I have two days until the scam offer of being able to pay the “discounted rate” of £60 expires.

    Of course you have grounds why would you pay these scammers anything, and the "discounted rate" is a bribe to get you to pay up and shut up.

    Send the already written appeal from the newbies thread and hook a POPLA code (Parkmaven won't read that appeal and just reject it), then see it off at POPLA with the none POFA NTK argument.

    Okay, but like, why though?

    You're right, the internal appeal is undoubtedly going to be rejected, but what's the benefit in complicating matters by using a proforma appeal when there are actually relevant grounds of appeal to use?

    Because they won't take any notice and just come up with irrelevant rubbish, they have nothing to gain by accepting your appeal, they hope you will give up, and the "proforma appeal" was designed to let them know you are getting help on here, and it doesn't give anything away, when all you want is actually a POPLA code.

    But you can play it however you want, it's your appeal.

    To hook the POPLA code. Then you win at POPLA because it's non-POFA.

    I would not do that there is no need and they will say you were the driver based on reasonable assumption
