Middle East Air Tickets - Credit Card cancellation

The credit card company is highly unlikely to refund.

But they won’t. The credit card company is not some type of catch-all travel insurance. Stop thinking about S75 in your instance.
Research and prepare other options and routings as your Plan B, C & D. At this stage it might also include contacting hotels, ground suppliers - to see what their policy will be if you can’t reach your destination. When, or If, Etihad cancel at least you will have a prepared plan to either travel with another airline or routing, or to cancel your trip.

More than happy to fly if there are flights! I'm not risk averse particularly. It's just that some sources are saying the airport is closed and others say flights are mostly going through. There just isn't the data to make a sensible decision, so if I could cancel and rebook I would. But with my cheapo ticket that's not an option.

I'm not convinced you do fully understand what s75 is, and, more importantly, isn't.
It's solely a piece of legislation that allows you to hold a credit card provider equally liable as the merchant in the event of a breach of contract (or misrepresentation) by the supplier, so is irrelevant where there's been no such breach (or misrepresentation) - the airline would only be in breach if the flight was cancelled and they didn't refund you (via the agent).
However, as above, s75 requires an unbroken debtor-creditor-supplier chain and the use of an agent as a fourth party breaks that, so your transaction has no s75 protection against any breach by the airline. If the agent fails to pass on any refund obtained from the airline, then you'd potentially have a claim against the agent, if it can be shown that they were in breach, but the key point is that none of this comes into play at this stage and is only relevant further downstream, if at all…
